I am getting ready to wire fiberglass pool. No metal involved except the handrail. I know that I have to run #8 to this but where do I terminate the other end of the #8

Usually at the pool pumps. There is a lug on the outside casing of the motor.

if the cement people install metal mesh before the cement is poured does this come into play with any of the bonding?

yes it does Article 680.26(B)(1)
