bonding--fuel dispensing facility

We are doing an electrical installation for a gas station. We ran rigid conduit (underground)as per code in the dispenser area--converted to pvc conduit per code --then back to rigid coming out of the ground. At this point, of course a seal off--next is my question--can we go back to pvc, have a pvc enclosure, and then run pvc to the panel. If so how does the NEC 501.30 apply
We always ran rigid to a metal trough before and emt to the panel but w\ the new code , boding jumpers,bushings,gounding lock nuts and clamps get quite expensive.
The rigid condiut is bonded in the dispenser area by the explosion proof fittings--how is the rigid conduit bonded where it comes out of the ground.
My thought is that the grounding conductor in the pvc enclosure (coming from the panel)can be bonded \ connected to the bond wire going to the rigid conduit at this point--thus bonding the conduit--any thoughts on this?
