Bonding handicap chairlift for swimming pool

Recently was informed by inspector that running bonding conductor from pool equip panel to handicap chairlift for swimming pool to bond chair was incorrect? Curious and inquiring the reasoning and code aspect to this issue

What article did the inspector state? Why would you not bond it? Is this a portable machine? If so then I don't believe it needs bonding
