Bonding handicapped pool lift?

An installer wants to install a handicapped pool lift at the edge of an inground pool. The lift is 24v operated by a removable battery and therefore no electrical connections required. The manufacturer does not indicate any provisions or requirements for pooling around the pool. The installation consists of a 3 1/2" hole drilled 9 1/2" into the deck, then the shaft of the lift is opxyed into place. No electrcial other than the removable battery to operate. How would bonding be addressed with this type of installation? Any comments appreciated so I can get the inspection proper. Thanks
 
B. Holland, I agree that the equipotential bond needs to be maintained. Would you consider a #6 copper wire placed into the pool deck tile and grouted over, that is connected to an existing bonded ladder as meeting the requirements. This is what the contractor has suggested and I am looking for thoughts. Not our problem to design it for him, but always try to help when it comes to passing the inspection. Since I have questions, I thought I would tap the wealth of knowledge on this site as I have done many times before

Thanks, yes I asked as an inspector. I have never dealt with this type of installation and the contractor approached me about the bonding issue. It seems strange that there is no mention in the tech sheet about bonding this equipment. That is why I post to tap into the knowledge of the members of this forum.
 
Infinity - Since Indiana is still under the 2005 NEC, I do not have 680.26 (7). Is there something in this section that might exclude this type of installation. I would think the metallic frame work would still require the bond regardless of electric current. Much like a ladder assembly with no electrical, the equipotential grid still needs to be maintained, correct?
