I try not to look at the outdoor electrical runs at drive throughs. Most are really scary, especially in Michigan where the snow plow drivers manage to destroy them, and then they are patched back together like in the OP's pics.

That plumbing drain line boot effectively electrically isolates the clamps; no bonding needed.
