Bonding in a CT cabinet

A couple days ago I started a job it is a commercial building with 4 units. we are the 2nd electrical contractors on this site. are job is to add a service to the third unit. when we got there we noticed that they used a CT cabinet as a tap box which we found odd, because each unit has a actual meter. When starting to install are meter and disconnect I noticed that in the CT cabinet the grounding electrode conductor and to the water meter was connected to the grounded conductor in the CT cabinet. Thinking about the disconnect, is it ok to bond the neutral in the disconnect to the cabinet since it was done in the CT Cabinet? Also we have no Idea how this passed the first time!

Based on your description, it sounds like it is OK to bond the neutral to ground in the CT cabinet. 250.24(A)(1) says the connection may be made at any point between load end of the service lateral, and the bus that the neutral is connected to at the disconnect. In your case the CT enclosure is a likely spot for the end of the service lateral, and therefor an appropriate location for the bond.

You should not bond neutral to ground at the service disconnect also.
