Perhaps I'm not reading your post right, but it sounds to me like this is an answer. The code considers the rebar "mat" or "cage" as a bonding grid. All of your rebar should already be tied together, so with that in mind somply connect a number 8 solid to the rebar with a Ufer clamp and hit your lights, ladder, cover, moter...whatever. Most people that I see installing pools will have about 10 of these small bonding jumpers all over the place. Hope that helps.
