bonding jumper at a water meter

Regarding my last post I am providing you with the NEC sections that I feel indicate the requirement for a water meter to have a bonding jumper sized in accordance with Section 250.66

Section 250.50 requires that a metal water pipe, where present, be used as the grounding electrode as described in Section 250.52

Section 250.53(D1)and 250.68(B)do not permit the water meter to part of the grounding path.

Section 250.53(D2)requires a supplemental electrode for the water pipe.

We all know that that water pipe must extend a min. of 10 ft. in earth.

This is part of a letter I sent to a electrician that asked me to show code sections that a bonding jumper was required at a water meter that has a metal water pipe to the street. He thought that because he had 2 ground rods that the bonding jumper at the water meter was not required.

Please help with some opinions please

Important question: what's the distance between the meter and the pipe's emergence from the earth? If this is over 10', you do not need the jumper for the pipe to be an electrode, as long as other requirements are met.
