If I have a subpanel in a seprate building If I remove the bonding jumper at the subpanel do I need to drive a grounging rod at the seprate building?

You have to have a grounding electrode in either case, read 250.32(A) and (B).

You must have at least one of the electrodes listed in 250.52, and you must have an effective fault path (intentional 250.118) to source if a short to frame occurs. This happens while not creating a parallel neutral path to source.

See 250.32 and remember neutral current travels all paths to its source - according to each level of resistance - so you must contain neutral current on an intended conductor only never frames and earth. This is why 250.24(A)(5) and 250.142(B) exist.
