Bonding jumper for interior water piping

In nyc the water piping is used as a supplement gec. When entering a building the connection must be made within 5 ft and before any couplings. Do you have to also bond the other side of the coupling where the shut off valve is? Or does that only apply to removable devices such as water meters and filters?
 
There is no requirement to consider the couplings as not part of the metal path of the pipe. The connection needs to be within 5' of the entry of the pipe into the structure. The could be 0 or 10 couplings in that 5' and it doesn't matter.
 
Its a regular coupling with the shut off vallve on the other side of the coupling. They want both pieces of pipes bonded. We are doing it but i just thought it wasn’t needed
 
If the water valve has a di-electric fitting, as Wayne stated then you would need to jump across the valve. Basically a di-electric fitting isolates the piping entering and leaving so that there is no continuity between the pipes. Hence the need for the jumper.
 
Sounds to me like he's asking specifically about regular water pipe couplings which do not require a bonding jumper.
 
If there is no dielectric coupling then there is no requirement to bond around the coupling. Who is saying there needs to be bonding jumper?
 
I cold see some reasoning for a union but not a coupling. Maybe the inspector does not know his plumbing fittings.
