The jumper here bonding the pipes to the ground bar does it need to be at least the size of the wires that are in the pipes that it's bonding?

Yes, and the code rule only applies to GECs. While the physics is the same and you should bond it, there is no rule that says you have to, if the conductor is not a GEC.
