bonding jumper

I'm a lead electrician and was told by my forman to put a bonding jumper on a panel that is not the first means...it is the second..the first is already bonded. i belive i should not do this and informed him as such. am i correct in this assumption as he states i have read art.250 incorectly
 
Well, then you are right. Have the lead man read 250.24 through 250.28 taking special note of 250.24(A)(5)

(5) Load-Side Grounding Connections A grounding connection shall not be made to any grounded conductor on the load side of the service disconnecting means except as otherwise permitted in this article.

I agree with Roger. [250.24(A)(5)] is straight forward unless there is another separately derived supply involved. The subpanel is a fourwire with isolated neutral bus if that's the configuration.
 
Just walk in tomorrow and tell him he is wrong, no need to go on here, we agree with you.

Print this thread and hand it to him, he can come here and confront us with his argument as to why he thinks he is right.

My wife is fond of doing that.

he went out of town today however i shall ask him on monday for the reason. will let you know the answer then. thanks again guys, I was starting to think I was slipping. I dont usally do residential and i know some codes are different but not in this case. just so you know we are working a 48 unit condo. class 1 structure. 5 story.
