If I have a main service and I jump off of it to a smaller 60a service with a main disconnect, am I to remove the bonding jumper (neutral to grounging) jumper on the second service panel. If so where in the code?

Are both panels service panels? Did you jump off the line side of the disco or the load side of the service.

Then the second panel is a sub-panel, and requires separation. The presence of the second OCPD has no bearing on this.

Once you leave the main service as you are, you have a sub-panel as Larry said.

You do not install a bonding jumper from the grounded conductor to the case of your sub-panel.

In other words.....don't install the screw.
