Where in the NEC does it state that 4" seal tight (liquid tight)flexable conduit must contain an external equipment bonding jumper?

Is this correct?

There is no requirement that the bonding jumper be external, but LFMC of that size is not suitable for use as an EGC. [250.118(7), 350.60, and 250.102(E)]
