what is the purpose of the green wire spiraled around a 24 inch piece of liquidtight flex if I am not using the flex as equipment grounding conductor? do I really need one as my inspector is telling me?

An EGC can be on the inside of the flex so nothing is required on the outside.

That is a common industrial specification, but not required by the NEC if there is an internal EGC.

I've only seen bare copper as a spiral in LFMC, never an insulated conductor.
