Bonding locknut or bushing

Is a bonding locknut or bushing required on a offset nipple between a meter socket and disconnect when a myers hub is used on the disconnect end? Please give code reference. Thanks

Bonding is not required on both sides of the offset.
See Part V of Art 250

You have to bond one end as per art. 250.92 2008 NEC.

That is correct.

Just to cover one way out in left field possibility. Only one end needs to be bonded, as long as you have a grounded conductor.
In this case you are simply bonding the service raceway (offset nipple).
The meter and service diconnect are bonded by the grounded conductor
