If you're splicing the circuit conductors then yes you need a jumper to the metal box. There is no #3/0 size minimum for this requirement. Look at 250.148.

If there are 1200 amps going up a shaft with 3 sets of 600 AWG and I have a pull box for straight through high press splice, I would have to h-tap the 3/0 grounds to the enclosure for each set ?
Doesn’t make sense.
I can’t find the definition in the code that specifies that install. Does anybody have it ?

The code reference is in post #2. Since you're splicing the circuit conductors you need to connect the EGC's to the box. Dumb but required. If there was no wire type EGC you wouldn't have to do anything.
