Am I correct in my interpretation of NEC Article 250.64(E).When the metal raceway containing a grounding electrode conductor is not bonded to enclosures on both ends then it has always been my understanding that the conductor used to bond the metal raceway to the grounding electrode conductor should be the same size as the grounding electrode conductor. Am I correct in my interpretation? If not then which code section tells you how to size this bonding conductor?

Yes, that is correct.

Raceway bonding conductor size = GEC size.

The 2005 makes it very clear that what Peter said is correct.
