Is bonding of metallic channel leters for electric (LED) signs required? Article 600.7 (2005 NEC) requires metallic parts likely to become energized to be bonded. The voltage is not specified in this code section.
The industry may be "ahead" of the Code, but, as of now, between 600.7(B), and 250.20 I'd say bonding was required.
(added): The proposal I have for the 2011 Code has added a section in Art 600 for LED signs and added the following exception in 600.7
Exception: Remote metal parts of a section sign or outline lighting system only supplied by a remote Class 2 power supply shall not be required to be bonded to an equipment
