Bonding metallic raceway or armor enclosing a GEC

I'm a little late to this party so can someone help with the change from the 05 code to the 08 code with regard to the title.

The 05 code had 250.92(A)(3) which said that the bonding shall apply at each end ... but it was deleted in the 08 code.

So I'm wondering whether it was deleted completely or relocated within 250 in the 08 code? BTW, I've read through Article 250 of the 08 code and found 250.64(E) but it doesn't require the bonding at each end like 250.92(A)(3) did. I also went back about 45 pages and couldn't find where this was discussed.

250.64(E) requires the metal raceway that encloses the GEC to be electrically continuous. That will require some type of bonding on the electrode end. There is not complete agreement about what is required at the enclosure end. In my opinion, the rule does not require anything more than standard conduit terminations. Others say that the enclosure end need "service" type bonding.
 
I agree with Don but admit that 250.64(E) is not explicit and poorly written. Maybe someday some will clean this up with a proposal to make it more understandable.
