bonding neutral in panelboard

quest. # 1 the first panel after the transformer is considered a new service and transformer neutral and grounds are bonded, is it still required in the first panelboard to have neutral bonded with green bonding screw inspector said no?

(in first panel neutral bar is bonded and any panel fed off that (sub-panel ) should be 4 wire and isolated neutrals and grounds correct? ) codebook section ?

# 2. switchbox with 2 seperate 277v ckts for fluorescent lighting which equals 480 v. in box am i correct in assuming their is a divider required or is over 600v to grnd? , where is it located in code book?

If you're talking about a separately derived system, the panelboard is not a new service. The service is the equipment that is fed by the utility.

no not seperately derived system, in new school addition with multiple panels and transformers , are each considered new service after xfmr and should those be bonded even if xfmr is
