I thought I have seen a post answering my question, but unable to locate it. Is the neutral supposed to be bonded with the GEC at a back-up generator. I'm thinking yes because it is a SDS, but I want to be certain.

Maybe, maybe not.

Is the generator portable or permanently installed?

If this is a true SDS, see section 250.35(A) and refer to 250.30.
 
only places where you bond the neutral is at the first service disconnect (or the meter socket in a house) and XO on the transformer. or other SDS. if the generator doesnt switch the neutral its not a SDS.
 
it is a permanent generator. Also the transfer switch will not switch the neutral (not a SDS) and service rated. Thanks.
