Bonding of car Parking Fence

Is it required to make bonding of Car parking Fence as per Code? At our project , we received snag to bond the fence , even it is far from electrical substation or equipment , This fence is just around the Car Park area. Please advice

The NEC would not require bonding a fence that surrounds no electrical equipment or that has no electrical equipment mounted on it (e.g., lights or powered security cameras).

You reference a "substation". That would likely be connected to NESC requirements, not NEC.

Not only is it not required, but IMO bonding something like a fence to an electrical system would result in an increased risk over just leaving it be.

Grounding for what purpose? Lightning protection, electrical faults, induced voltage, or what?

What would energize the fence?
Ask who wants it bonded for a code reference.
