Bonding of pipes

Is the wire that bonds the pipes from this ground bar be considered too small? Nec reference please?

The bonding jumper required by 250.64(E) is required to be the same size (or larger) as the grounding electrode conductor.
If those are grounding electrode conductors, then it appears your jumper is inadequate.

These are not for GEC I do not believe. It's in a large building and I didn't install it. I just saw it and thought it looked inadequate. I believe the biggest wire goes to building steel and the others go to communication rooms to bond the racks and to a few local transformers

Local transformers would need to meet the requirements for GEC's.
