Here’s the situation In a mobile home park they are removing an old home to replace with a new one. The existing service is a pedestal with 2 ground rods installed as the grounding electrode system. A cement slab is going to be installed with rebar Installed in it. My question is does the rebar need to be bonded to the mobile home GES per code?

I agree no. A slab with rebar is not a footing.
