Bonding of services

I have a project that has an existing 200 amp single phase service, which going to remain A new 400 amp single phase service is going to installed for the project. There will be 2 seprate meters.
The question is about bonding the services. I believe that the bonding will be done based on the largest service, but I was told otherwise by a project person.
I just want to know if I am correct.
 
Which section of 230.2 are you using to permit more than one service for the project?

Also when you talk about "bonding" what specifically are you asking?

Bulldog, Are these being installed right next to each other and the utility supply is the

same for both? If the answer is yes, then you still have one service (600a).
 
There is one service drop, which will feed the existing 200amp meter and panel and than another 320/400 am meter that will feed 2 200 amp panels.
The question is the water pipe bond based on the 400 amp service or do both have to be bonded to the water pipe system.

They both have to be bonded to the water pipe. I believe you can run a #2 for the 400 amp to the water pipe and then run a #4 from the other service and split bolt onto the #2 instead of going all the way to the pipe.
