Bonding of short RGS Stubups

We have many underground conduits with fiberglass/PVC elbows and short sections of straight RGS conduit, between 3”-9”, that stub up into various types of electrical cabinets.
Do these short pieces need to be bonded?

If the cabinets are metal the nipples will be bonded via the locknuts. Depending on the voltage of these panels and if there are concentric or eccentric KO's then other bonding means such as bonding bushings may be required.

Most of the stub ups are for control cabinets 120V and under. But some have 3phase 480V power

If there are no concentric or eccentric KO'S on the 480 volt panels then the standard locknuts are permitted to bond the nipples.
