During a recent remodel of a public pool facility, it was discovered the embedded rebar was bonded utilizing #10 copper. This pool was installed in 1976. Does anyone know if that wire size was code allowed in that year?

The pool being installed in 1976 I would guess that the 1971 NEC may have been in effect. Section 680-22 in the 1971 NEC requires a solid copper conductor not smaller than No. 8 AWG.
