Bonding of two separate services of the same bldg

Where there are two or more separate services (from separate utility XFMRs), coming into the same building, their main ground terminals should be bonded to equilize the zero potential. However, there is no paragraph (at least I could not find one) in the Article 250 that would state it explicitly.

What paragraph, per your opinion, would be the most convincing?

All services should connect to one common ground electrode system. All electrodes, when bonded, form the ground electrode system. The earth is not a bond.

The ground electrode conductor can connect to any accessible point of the ground electrode system.
