Neutrals & grounds are never allowed under the same screw on the neutral bus.
How ever I have put two grounds of the same gauge under one screw.
Only one neutral wire is allowed under one screw.
Grounding is before the main breaker, bonding is after the main breaker.
 
Grounding is connecting an electrical system to the earth.

Bonding is connecting conductive parts together and to the source to provide a low impedance path for fault current to flow back to the source.

Installing 2 neutral conductors under the same lug has been a violation of the listing of the lug for many years. The code finally added the same requirement in the 2002 NEC.

I also see a 200.7(C) violation, top right breaker / circuit. And, I'm not certain there is a 250.24(B) Main Bonding Jumper installed.
 
Interestingly, while he shows a link to the MHForum, he's not a member, at least under the name Northwest. I'd invite him, but I can't send a message to someone who isn't an FB Friend.
