Bonding screw removal?

Example:

200 AMP panel being used as a 'sub' panel.
Disconnect outside 3 wire/WG to panel.
It comes with the bonding screw 'attached' to the neutral bar. Not bonded to enclosure.

Question is: is the bonding screw required to be removed? It is not being used. It just remains in the 'attached' in the panel.

Can I asked to have it removed using 110.3(A)? [edit (8)] I can find nothing under (B) that would require removal.

Thoughts.

It doesn't need to removed since it isn't doing anything. Doing so may keep someone from screwing it in in the future.

Don't know what you mean by "attached". I've always seen them come with the panel in a cellophane packet or punched through a piece of cardboard with "bonding screw" printed on it. Did this panel come with it screwed into a tapping on the ground or neutral bus or pan for shipping?

I would say that if it's not being used, I would remove it but not something that should be required.

Yes they are screwed into the plastic but not connecting the bus to the enclosure. Keeps dumb sparkies from throwing them away.

Exactly why I 'want' it removed. My wants don't matter, I am trying to justify asking it to be removed.

If it's the panel I'm familiar with most of our inspectors just leave it (on some panels our inspectors will remove a bond screw when needed but those don't remove easily).
I agree with infinity, if it isn't actually bonding there is no justification in requiring it's removal.
