Bonding service raceway

I recently installed a new 100 amp service for a residential garage. The inspector made a note " no raceway bonding". My meter and panel are back to back. I used an 1 1/2 threaded nipple with 4 locknuts. since I did not use concentric ko's , Would this not sufficienty bond the service equipment? 250.92{b}2 states threaded couplings made wrenchtight were allowed. The next paragraph states standard locknuts not allowed. Must I use grounding locknuts?

You must use bonding locknuts, bonding bushings or grounding bushings on the line side of the service OCPD.
