Bonding stairs

I know it’s not a Code requirement but many industries like to bond everything in sight that’s metallic, including stairs to an equipotential plane...(underground loop).
What are some of the arguments for bonding stairs? Aside from being energized by lightning strike or surges?

This would be a steel mill. And waste water treatment plant

It might be boiler plate specs for steel mill.
WWTP same, perhaps old specs that don’t get update, or WWTP in lightning area
