Bonding Structure Across Expansion Joints

I am inspecting construction on a very large manufacturing building that has two expansions and there are no bonding jumpers across the expansions between the structural columns that are right next to each other. The AHJ Inspector agrees that those columns should be bonded to minimize potential difference between those points to ground (ground ring runs next to and connects to one of those columns, but not the other). Is there a code that specifically calls out bonding between structural steel at expansions?
 
250.52(A)(2) and 250.68(C)(2) are the references to building steel bonding. If they're using the steel as a common electrode as 250.68 allows then I might agree that it should be bonded across (but you say there's a ring, so that's likely not the case). Otherwise I see no requirements
