Bonding structures within a pool

There is an amusement park in the city that has just installed a gunnite kids pool. It is ten inches in depth, with rebar grids throughout. There is a continuous bond around the perimeter of the grid. The park has installed a metal structure within the pool that allows the kids to play on. The structure is mounted to the bottom surface of the pool and is completely surrounded by water. Does this structure have to be bonded?

Yes, 680.26(b)(3) is where I believe that the answer could be found.
