Bonding the earth around aboveground pools

Considering the definition of bonded, is it physically possible to bond the surface of the earth (unpaved surface) with a conductor buried four to six inches below the surface of the earth?
 
Since 680.26 references an "equipotential bonding grid" and requires just what you state, I would say we are bodning the surface of the earth to the other parts of the pool
 
There are questions as to the effectiveness of the single bonding conductor that the code now permits for this purpose. There may be enough of a potential between the water and the perimeter surface at the edge of the pool when the single bonding conductor is installed 18" away from the edge as permitted by the code rules.
 
Does anybody have a documented case where NEV has caused a problem related to an aboveground pool?
