Bonding the XO tap of a Y transformer

I have recently discovered a 75KVA 480 - 208Y/120 transformer that does not have the XO bonded to building steel. It is connected to the equipment grounding conductors from the 480 source and to the 208 load center. both are connected to the transformer case.

Is this a sufficient bonding of the 208/120 neutral?

Problem: contractor did not build a grounding electrode system that included the building steel. Actually, no grounding electrode system exists at all, with exception of 1 rod driven at the main service (3000A).

Then your SDS is in violation of 250.30(A)(3).
