Bonding water piping

A co-worker has explained to me that a local inspector has requested that they have all of the domestic cold water valves in the building, have a bonding jumper around the valve.
I never heard of this for a water valve, only water meters... Does anyone have and explanation as to why this would be required and where it would be explained in the code? Thank you
 
This comes up from time to time. Since most mixing valves are brass, why would you need to bond around them and if that were the case why wouldn't you just jump from the cold to the hot water pipe at the water heater? In one of the jurisdictions by us they require that you bond the hot and cold water pipes at the water heater.
