Bonding wire Perimeter pool

Inspector wants the bond wire # 8 around the entire pool. Legs are plastic and I dont have to bond to pool. Just go around the entire pool at about 6 inch depth and bond to motor casing. Why Cant this wire be Eliminated. I know the water has to be bonding. By a Galvanic electrode in pool filter or some now have on motor. Why the Surrounding pool gets me with everything plastic now.

so you cannot be in contact with earth & the pool water at the same time?
