On a grounded electrical system all bonded parts end up going to a ground rod somewhere ?

Does not have to go to a ground rod unless you mean at the utility pole. One does not need ground rods if they use other methods such as a concrete encased electrode.

Ground rod, ufer, ground plate whatever... close enough.

What's in a name? A connection to earth is a connection to earth and the ground is still just as hard.
 
Yes they should at some point as part of the G.E.S. ended up going to earth.
Although to a ground rod is only a detail of a bigger picture of why its there.
