A residentil servise is set up as follows. 200 amp service. out of the meter pan to a trough, which is feeding a 100 amp panel with mcb and a 100 amp disconncect, which feeds a 100 amp subpanel.
The egc goes to the 100 amp disconnect. Can the water pipe bond go to the subpanel? Subpanel is in same room as water meter.
 
The allowable locations for the GEC termination is given in 250.24 A 1.
Is the water pipe a GE? If not then you follow the rules in 250.014 for bonding
 
The two grounds rod are going directly to the trough and tied into the ungrounded(neutral conductor. I believe this would make the water pipe connection just a bond.
 
Does not mater whether water line is or is not GE must be bonded to service equipment enclosure 250.104 OP said residence and nothing of multi occupancy
