Ok so in articals 250.92 it only talks about services. Therfor on the load side of a main distibution panel bonding bushings are not required. Could use plastic bushings?

On the load side (you can use plastic bushings), unless its a branch circuit or feeder to a hazardous location per 501, 502 and 503 and per 250.97 Bonding for Over 250 Volts. If you use reducing washers you have to bond around them to comply with 250.4(A)(5)
