I was at a recent job installing a whatt hour meter on 600 amp service. The electrician ran an euipment grounding conductor out to the pad transformer along with the grounded conductor.The problem I have is that they bonded them at the transformer and at the service disc.Paralell path for return current.neutral is 350 euip gnd #2.The line dept said it had to be done this way.

The extra conductor your calling an equipment ground serves no purpose and should be removed. Equipment grounding starts after the main disconnect of the service.

There is no way that the "line dept" is not knowledgeable; however, their knowledge lies with electric utility work . . . period. As I have said before, linemen are not qualified to do premises wiring work any more than electricians are qualified to do line work. This is an over simplification but you need to follow the NEC. :D
