the inspector told me when hooking up a whirlpool bathtub to bond the case of the motor to the cold water pipe at the tub. Everything else is plastic. is this correct? What is the point of the bond, to assure the pipe does not become energized I assume.

There is no point. That is why the 2005 NEC eliminates the requirement.

The original intent was for equipotential bonding, similiar to that of swimming pools. See the FPN to 680.26 for more info. :)

Ryan, You would agree that this bonding wire could be useful if on a remodel someone installed some cpvc water line making the pipe capable of becoming energized maybe by a defective cord.

I wouldn't agree, because I don't know how the pipe could possibly get energized in the first place. The UL standard for hydromassage tub motors states that no electrical component or grounded metal object can be in contact with the circulating water, either under fault or normal operating conditions. As far as the faulty cord goes, the circuit is already required to be GFCI protected. If the pipe got energized because of the cord the GFCI would recognize the imbalance of current and open the circuit.

The cold water pipe is already bonded if the house was wired to code. (repair if necessary under separate contract)The motor must be bonded through the GFCI supply disconnect source if the motor disconnect box has a GFCI (which it should), then the feeder running to a controller circuit enclosure that shuts down the motor due to pressure loss, heat element failure, temp limits, etc., must be bonded to the continued motor hookup.
The hookup must have an EGC grounding connection bonded back to the box. A separate ground from the isolated water system metal pipe to the motor may cause fault tripping to the GFCI.

I can see the inspectors concern after reading your other thread about the water pipe bonding and plumber's concern over sparks. As previously mentioned, somethings going on with the system grounding. Check it out.
