A Modular classroom being fed from a main disconnect on a pedestal, steel frame and tires will remain on building, does the frame need a bond back to the disconnect ?

I have done a lot of those and bonding to the panel was all that was required, you have to check because during transport the bonding can come apart. ALos check between the tow parts if there are two, and make sure they are bonded to each other. You are running 4 wire to the panel outside, so you are carring a EG conductor, I don't see any reason to run a separate wire to the pedestal .

I don't see a reason either. The two halfs will have a mechanical bond when they are bolted together.
