I was told that it should be removed from the panel and run to the service disconnect.Most of these are already bonded to the panel from the factory.
I don't see a reason either. The two halfs will have a mechanical bond when they are bolted together.I have done a lot of those and bonding to the panel was all that was required, you have to check because during transport the bonding can come apart. ALos check between the tow parts if there are two, and make sure they are bonded to each other. You are running 4 wire to the panel outside, so you are carring a EG conductor, I don't see any reason to run a separate wire to the pedestal .
