Can a run of EMT that terminates in a disconnect switch w/ecccentric ko's, be used as an EGC if it does not have a bonding locknut or bushing?
 
To know the answer to that, I believe you need to read the manufacturers instructions to see if it's approved for grounding. I'd probably just use reducing washers and not worry about losing grounding continuity if the rest of the eccentric's bust out...
 
My thoughts,based on 250.97, are that it is also voltage dependent. 250 v to ground or less, as long as your knockouts are not compromised you should be compliant.
Over 250 v unless the device is listed as grounding with knoclouts, a bushing is required.
