Boom Receptacles

I am working on a cesarean OR room which requires 30 receptacles in total, per FGI code - 16 "convenient to table placement" i.e., on an anesthesia boom which we have coordinated with the OR equipment manufacturer, as they will be fitting: 2 red quads, 3 red duplexes, and 1 white duplex.
NEC 517.19(C)(1) requires at between 12 and 24 receptacles on one critical circuit, and others on another circuit from a different branch. With the total receptacles in the room being 30, I assume without special equipment receptacles (such as an ultrasound machine and a baby warmer), I assume there will be:
1. 1 circuit for the red quads and duplexes on the boom
2. 1 normal circuit for the white duplex on the boom
3. 1 normal circuit for each equipment in the room
4. 1 normal/other circuit for the remaining 14 receptacles

Can #2 and #4 above be combined?
Should the red quad be on a separate circuit from the red duplexes?
