Both lamps don’t come on in fixture

I have a 2 lamp (LED) fixture where one lamp doesn’t come on. I can put both lamps in the locked position but only one will work. If I unlock one, the other will work vise versa, doesn’t matter left or right. I checked all the connections and replaced the old 120-277v ballast with a like for like but I can only get one lamp to work at a time. WTH?

Throw out the ballast. RTFM. Most LEDs work without. Other than that, it's hard to tell from here.
