We have an underground conduit running below grade. On one end, the conduit stubs up into a panel in an unclassified area. On the other end, it stubs up to a device in a C1D2 area. Our first fitting above grade in the C1D2 area is a seal and it is sealed again at the device. On the panel side (unclassified area) there is no seal. Is this installation within the code? In my opinion we only break the boundary once and are only required to seal at the device side.

Assuming the underground is unclassified as is the most common convention, there is no "boundary" to seal in the unclassified location.
