Is it allowed to mount a box in a hard ceiling above a cut in can light? I don’t see much of a difference between that and putting a box in a drop ceiling.

I've done this too and will do it again if needed. I don't have the book with me but I believe that the 2020 NEC outlawed this practice.

For those not on the 2020, or don't have a copy, how about someone posting that section?
Sure. The 2020 NEC is also available online at up.codes, since MA has adopted it.

410.118 Access to Other Boxes

Luminaires recessed in ceilings, floors, or walls shall not be used to access outlet, pull, or junction boxes or conduit bodies, unless the box or conduit body is an integral part of the listed luminaire.
